President Hugo Chávez, buffeted by falling oil prices that threaten to damage his efforts to establish a Socialist-inspired state, is quietly courting Western oil companies once again.

    Until recently, Chávez had pushed foreign oil companies here into a corner by nationalizing their oil fields, raiding their offices with tax authorities and imposing a series of royalties increases.

    But faced with the plunge in prices and a decline in domestic production, senior officials here have begun soliciting bids from some of the largest Western oil companies in recent weeks — including Chevron, Royal Dutch/Shell and Total of France — promising them access to some of the world’s largest petroleum reserves, according to energy executives and industry consultants here. …

    But the shift also shows how the global financial crisis is hampering Chávez’s ideological agenda and demanding his pragmatic side. At stake are no less than Venezuela’s economic stability and the sustainability of his rule. With oil prices so low, the longstanding problems plaguing Petróleos de Venezuela, the national oil company that helps keep the country afloat, have become much harder to ignore.
Why would these oil companies want to (re)invest in Venezuela? Especially now, when demand is much lower? Chavez wants it all when fuel prices are high and essentially an oil bailout when the prices plunge.

I stayed in Venezuela pre-Chavez for a summer. It wasn't exactly great .. in fact I'd call it a dump back then.

I understand that.. like I said I stayed in Caracas for awhile before Chavez and it was absolutely horrible then. I did enjoy some nice fishing though . My ex's Dad was a higher up at GTE (a telephone company) and they were contracted to rebuild the phone systems there. The city was either penthouse or barrio. Absolutely NO middle class.

Venezuela is now almost entirely dependent of oil revenues. It has not always been that way. Agriculture was once a big part of their economy (exports that is).

Companies have short memories and are greedy (see current economic crisis for example)...they will find a bidder and someone will take the bait.

However, I hope none do because I don't want this greedy socialist son-of-a-bitch to keep a stranglehold on this country.

You do realize all of those speculators everyone despised last summer have been losing money hand over fist .. don't you? They've been selling off their contracts. It is just not worth the risk right now.

Let me get this straight.  He nationalizes the oil industry, basically taking the oil companies property at gunpoint, and then offers to sell their own stuff back to them?  He has balls, I will give him that.

Actually the smart money people bought oil when it was $90/barrel and sold at $140.  The people who lost money were the poor saps that got into the rally late.  Same as if you were to buy Gold today after its run up.

When logic or the general consensus says sell the smart people are buying.  When logic or the general consensus says buy smart people are selling.
