Well since it helped finalise Nixon's decision I'd say it did. You cannot say that this photo was not a significant point of the Vietnam war, even though many never knew the actual backstory of it.

This photo, along with Nick Ut's and Hubert Van Es' have become the most famous images to come from that war and shaped a lot of opinion.
