It's well known that places like the Bahamas and Switzerland house the bank accounts of tax frauds and cheats, but you never hear about them coming under any real jurisdiction because of all the loopholes with international laws and the difficulty of getting an extradition charge to follow through.
It's not impossible to track where the funding is coming from, but once it leaves the US there's only so much the authorities can actually do.
