APEC does mean something, problem is they will let those fail that really shouldn't.

Now that the banks can start lending to each other again, the small banks will suffer and collapse relatively quickly and feel the weight more than the larger banks who have already been cushioned from the financial collapse.

Not necessarily, but when that does apply, it's better than opening up your markets without getting any open markets in return.
