The tax breaks given to wealthy people, who can already afford retirement saving, are disproportionate. This is an absurd way of fixing the problem.

This definitely isn't a good idea. The government already spends all the money that gets paid to SSI. If they do this they will just spend it, and then this program will be in financial crisis after they spend all the money that goes into these GRA accounts.
