It's not exactly a conspiracy theory to suggest that Bush waited until the last minute to withdraw troops so as not to admit that a timetable was needed.
Yes it is. In fact Bush has been saying the same thing for the last five years.. "conditional upon the situation on the ground". I don't know if you've got the news or not but the situation has improved. The only reason it's even making news right now is because the mandate is up.
