I'm thinking of carrying a rock and some sort of flashbang with me. And sunglasses and ear muffs, so if (read: when) I get soaked again, I'll throw the rock (read:brick) and then let off the flashbang while running away, uneffected because of my careful forward planning.

But then again, I'd just be breaking a window and probably causing the other drivers on the road to crash.

it's illegal if it's a car splashing a pedestrian on purpose, otherwise, no, splashing someone isn't illegal.

Go around town with small planks of wood with nails in them sticking face up, place them into mud puddles near the side of the road.

Dunno lol. Shouldn't´t be too much, cause there's always the problem of proving it. But I´m sure if the driver get a citation by mail, he shits his pants first and then most likely comes to some out-of-court- settlement. If he even remembers, cause ze German courts arn´t famous for their speed
