1) Selective breeding. For the safety of humanity and the Gene pool some people shall not be allowed to breed!
2) Death penalty. Time to empty out the prisons!
3) Get rid of ASBO's for these little shits and replace it with a posible 2 strike system. On the last strike you go to an old battle camp. The camp will have Crown immunity (A wonderful thing that means if something happens there are no investigations and the such) So these little creatures can't turn around and use the "l've got rights" arguement. You fucking don't now me sunshine! The camp will be run by Infantry types, Senior NCOs that are disgruntled because they have been passed over for promotion. The little shites will be thrashed from dawn to dusk! If they don't work they spend longer in my fine establishments. The more they work the quicker there time goes and if they want to they can go to the Armed forces.
