I wouldn't say it's totally different. It's not like the colonists didn't also build roads, hospitals and shit in Africa. Remember, sub-Saharan Africa was pretty much nothing and only full of hunter-gatherer tribes before European/Arab colonisation built cities, roads, infrastructure, hospitals etc..

This has been going on for quite some time. The same goes on for the US, and to lesser extent France. Belgium hs been kicked out of Congo because we tend to draw attention on the corruption that is going on in that country.

Yeah, even though this is a sad state of affairs its not much different from Western actions in the early to mid 1900s.  Even the U.S. played a role, with the beginnings of the current state of affairs in the Congo.
