I dont know about in America but here you have to show evidence that you have been applying for jobs and seeking out employment to receive welfare. obviously that can still be cheated but the honest people will get their money some dishonest people will... but thats almost unavoidable.

Tax returns, criminal history, education history, work history, job applicaions, credit history, and medical history all can be used to paint a picture of a persons life and their actions in it. From this it could be determained who qualifies and who does not.
