The budget plan required quarterly tax depositers to pay in advance soz they'd have enough money to run the state this year, never mind next.

The democrats are saying, like, well, we spent all yer money so pay us taxes now, on what you think you'll make later, so we can keep funding sanctuary city advertising and the largest prison budget in the nation.
Guaranteed statewide financial meltdown, it would have happened if he wasn't doing what he is doing and will be broadcast as fact in the next few weeks as state employees stop getting paid.

I hope the governor sticks to what he says he is going to do;
"When they send me the budget, I will veto it," Schwarzenegger said at a Capitol news conference, the Los Angeles Times reports. "If my veto is overriden," he said, " ... hundreds of bills will be vetoed."

This seems planned, and it seems intentional.State Treasurer Bill Lockyer, a Democrat, also assailed the budget plan, saying this morning that it "gives gimmicks a bad name."
"It's banana republic financing," Lockyer said. The spending plan relies on "phony money and phony estimates."
