Perhaps censorship could exist on such a scale in the USA like it does in China or North Korea, but the rest of the world will look on and wonder.
Frankly, though, it'll never happen.
But a lot of European carriers charge for download amount. All over the world you already pay for different speeds, from 2 MB/s to whatever. But the charges for download amount are simply to keep a cap on the stuff and make sure you don't have people over-stressing the network without getting penalized for it. Because the Internet is about sharing, and if you got one guy hogging all the bandwidth of a network without getting beat over the head about it, then why charge for it to begin with?
