Wrap soundproof acoustical foam into cylinders within cloth with velcro and put around the door and window and carpet, so to speak, the walls in thick or dense packaging foam?? Packaging foam or that cheap dense artistic foam from Wal-mart or Michaels in inexpensive. Maybe $200-300 with a couple solid days work??

Don't just buy any padding that looks like this though...
Growing up one of my friends had a band, and to help be more peaceful with the neighbors he bought that stuff and covered the whole garage.

I think he just bought the cheap bed cushion though...It didn't even come close to doing ANYTHING.

Made for a nice looking fire hazard though eh?
