I find the best way to go about is to hit them with whatever they hit you with.
I get the feeling that I was too close and that I needed to be 80-100+km away. But even with a sensor booster a myrm couldn't hope to lock that far.

301 DPS with hammerhead 2's and 351 DPS with sentry drones.

If you want to solo a level 4 and tank it properly you really need a 700, 800+ dps permatank.
If you want that kind of tank you really, really need a domi or an amarr bs.
Otherwise don't even bother trying to tank any of the trickier lvl4's
