It is not an easy badge.....it is not supposed to be.....it is an EXPERT BADGE not a time in game badge.

How did I get mine? 

16 player server on a 64 player map of Karkand.  These types of servers make for loooooong games.

2 APC's each with engies driving side by side as a Dreadnought.  When I take damage....buddy repairs me...when he takes damage I repair him.

With that system it is almost impossible to kill us.  It takes 3-4 hits from SRAW's at the same time on the same vehicle.  Their team only has 8 players.....so it takes half the team to kill us....and if we do not die we get points.

Thanks for a tip on how to get that.  I've been wondering as the best I have done is 13 repair pts in a round.

Yeah....Jihad Joe is about the only way to take that system down....and I have used it many a time.

Now that you can't throw C-4 anymore car bombing is about the only way.

You are incorrect.  16 players on a 64 player map is perfectly legal provided at a minimum more people can join the server at any time.  I picked up a couple of ribbons today under similar circumstances. There were 20 people in the 50+ player server I was in at the time.  Just because there are only 16 people in the server doesn't make it non legit. 

The only way to earn some badges or awards is to be in rounds that last a good long time.  Not becuase of a time requirement but because of what you need.  25 repairs points = 7 minutes of repair time in the round. In order to get those 7 minutes you have to move from repair to repair.  That also takes time.

Inorder to get 40 kills in a round with out a helicopter or a plane you have to have a long round as well.

Thats not realy true ive seen the realy good guys (Wkl Anubis for example) easily get that many kills in a round whilst in a plane

like Stun-gun hes freakin good @ flying, when we're playing wake 2007, the USMC dont have a chance to get off the damn ship cause we got owned every few sec.

Seems to me they ARE legal.  If EA had a problem with this type of server setup why do they allow it?  If the server is not set up the appropriate way it will not be ranked as per the algorithms.  If a server is private.....not ranked....and so on.

A fine place to get a lot of repair points is the british main base on warlord. Especially at the moment the rounds last a little bit longer (clays at hotel and palace prevent SAS from taking this flags easily), but also before 1.2 you were able to play long (and legal) games there. This hole in the fence seems to attract Spec Ops magically. Managed to get over 20 repair points more than once, and 10 is almost guaranteed. Just remember: Don't kill them, before they did their job!

As far as I could tell even a 16 player server on a 64 player map is totally legal as long as there no restrictions on vehicles, kits or capping flags.

Not everyone is good at flying and not all maps have planes.  I don't have the 100 hours so I haven't tried to get 40 kills in a round.  It took me long enough to get the 23 I got today when getting my Combat Action Ribbon and Armor Service Ribbon.

The point is not about what you use to get them, but about the time needed for getting expert badges of any type.  Even the Expert Command Badge requires you play in a round for 30 minutes.  Some of the Medals require 30+ minutes.

Or just go on sharqi with a PKM.

I've got 40+ kills with it nearly every time i've played it since the patch

DSRTurtle is exactly right....as it was explained to me by an EA admin.

Server setup is a software issue.  As long as the ranking server accepts the setup it is OK.

ROE covers the way that the server is administered and run....IE.  Restrictions and rules....like "Knife & Pistol only" or "NO Vehicles"

"High Point" Servers are in this....but they are covered by the admin rules and restrictions.....examples below.

1. A person saying...."Don't cap the last flag let them get another so the game will go on"
2. Admin kicking for not being the right kit.
3. An agreement to just cap flags and go without engaging the enemy.

Those are just 3 exaples of how the illegal "High Point" servers were being run

well, i was on kubra dam and was constantly bombing the uav and satelite with it. everytime i went ther they wer reapired so i thought "wow sum1 must be gettin alot of repair points off of me" and then near the end of the round, i hear sum1 say: "yes expert repair!" kinda made me feel warm inside...

i which i had a chance like the poster above mentioned, but most of the times i go to my main base to repair the assets, i got a lot of enemy fire, and its not easy to repair and fight at the same time.
my best round repairing was like 14 repairs and it was basicly all that i did in that round
but the good thing is that i wasn't going for expert repair badge, still need 25 hours for that

Maton use an APC.  Mobile Firepower. You park next to what you need to repair.  You shoot the bad guys and repair at the same time.  It's a whole lot safer that way.

of the 3 (heal resup and repair) repair is the hardest to get... everyone gets hit in the game everyone uses ammo not everyone uses a tank or apc and you cant count on sf to blow things up...I got repair at shiqari but that was all i did repair get killed reapir somemore came close to getting the ph (I got the ph going for lom ribbion) and it took all day to finally get the repairs to get the badge (Fri and Sat)...I almost think that the knife badge will be easier to get I dont have basic knife yet...
