Not clear enough to print a decent picture from it.
You want at least a 2 megapixel camera phone to look anything like a decent picture.

If you want a decent picture, use a decent camera. Some POS "boost our paper score" camera attached to a phone isn't going to do that.
My phone and my digital camera are both 5 MP and I still think the quality could be better, so you decide.
Some still don't know what MP are. The lens itself needs to be good. 1.3 is enough unless you are going to zoom the picture on your PC or if you want a really big picture to set it as wallpaper. Try different phones and their cameras. Go in a store and make photos. But note that picture quality will be poor on areas where theres not enough light.
