There's an achievment for going on all the heli tours.

To my knowledge, there's only 3 helis you can go up in, both on the south tip of the 2nd island.

Here's the grind, i've been on all 3 tours, without skipping, and i havnt got the achievement.

Suggestions?

There's 6, as already mentioned... they're often not always there. Dart between your Algonquin safe-house and the Heli-Tours area using the +6 hours save trick in order to 'respawn' the helicopters. Eventually you'll ride all 6.

By the way, you don't have to fully take every single chopper tour. Wait to get airbound and then feel free to 'Skip' the rest of the journey... it still counts.
