it should be in your dedicated server folder somewhere, if you mean a dedicated server that is...
EDIT: C: //Program Files/ EA Games/Battlefield Dedicated Server/mods/ *insert mod*/ settings/banlist.txt
Or, if you installed the dedicated server in bf2, it might go like this
C: //Program Files/EA Games/BF2/Dedicated Server/mods/*insert mod*/ settings/banlist.txt

no, it's just a lan game on 2 PCs, no dedicated server
Created in multipayer > create local.

Restarted the game that created the server.
