Are you able to penetrate walls before you have deep impact? Like, if you had Deep Impact you'd do more damage when shooting through walls than without or... what?
You can penetrate walls without deep impact but you lose power when you shoot through them if you dont have it

AR, LMG, and SR can penetrate quite a lot of surfaces without DI (even SMGs can penetrate wood and thin walls).
What DI allows you to do is to sustain the damage delivered through the wall. Also, if you are using SMG, it can penetrate thicker walls.
For AR, and LMG, it is noted that DI allows it to penetrate concrete barricades (like those lying all over the place in Countdown) in thinner places.
For SR, when trying to HS someone over the wall, without DI, it might not kill him due to the fact that bullet damage is significantly reduced that it does not deliver the kill.
