Cod's built on the quake 3 engine, which had some wonderful little tricks that players exploited. Certain sweet spots in fps would mean that a player could jump higher and further than normal. The sweet spots are at 67, 125, 250 and 333 fps, with higher fps giving more of a bonus in jump distance. I've also heard some whine that 250fps makes you run silent so is illegal to use in competition, while 333 means that you make no sound while firing large weapons like lmgs, so this fps setting was patched out in one of the early patches.
The thing is, you need to have constant 125 fps, 124fps does nothing. Your framerate may be fluctuating while you look around if your rig is crappy/your graphics settings are too high (staring at the floor will give fps boosts, looking at nice scenery kills fps etc.). There's also a chance that even with the boost you can't make the jump without a technique called strafe jumping, which you can go google because I cba to explain it
If you can't input the command you must be making a typo
