China has nuclear power plants, whereas we don't. Also, Australians are the largest producers of greenhouse gasses per head internationally, simply because all of our power is made from coal power plants. (Brown coal too, meaning more pollutants).
But "turning off the lights for an hour" isn't going to fix that. The government needs to create alternative energy sources so we aren't using coal all the time.
But I don't really know anything specific, just that this bullshit "turn your lights off for an hour" is a load of crap (btw, "Can do" Campbell told everyone to go into the city to watch the lights on the story bridge go off - how is everyone going to get there at 8pm? Cars. Nice one "Can do").
