Any southern European country - France, Spain etc will probably have lower starting ages for drinking, but not for getting drunk. Britain is infamous.
Yeah, this country can't seem to handle anything. Kids here can't handle their drink at all. Abit of snow/rain/wind sends the place into chaos. I really do wonder what will happen once a real disaster hits the place.

about 11 or 12, got drunk after the adults left their beverages on the table, so i poured it all into a big glass and drank it, about 4-5 different kinds of wine, puked in church the next morning.
12 at friends house on vodka. It only took like 3-4 shots and I was drunk. Stopped at 7 and I was completely wasted.
