Would be close.  Depends on the situation.  SAS are more leaned towards Hostage situations, in close quarters environments, while SEALs are trained for... just fighting, without as much skill in the way of protecting the lives of innocents.  Both are very well trained, but SEALs are more adapted for a force vs. force battle, not as much hostage situations.

So's pretty much every special forces. If anyone actually knows shit all about the SAS they know they do all sorts of missions.

No, SAS are trained on combat missions in the open aswell, just generally for tight situations or missions with small groups.
