This happened to my Dad's 19" LCD.
It wouldnt work with his PC, mine, and neither of our laptops.
He took it to his work to see if his tech guys could fix it, and the drive there shook it and it fixed itself, rolf.

I tried the moniter on a different computer, and it works, problem must be with the video card. Fortunately I have two video cards so maybe only one isn't working.
