There is no need for workarounds. I have installed total of 0 workarounds.
64bit OS has emulator to run 32bit software on it. But you do need different drivers and stuff like that. Some programs might not work properly but there are only very few of them and I have always found a similar one for 64bit. 

*supports >3.5GB ram
*can run 64bit software (a bit faster)

64 Bit is perfectly fine, and you will only experience benefits from it as you're going to run 4 GB of RAM. 32 Bit OS's won't recognize the 4GB because of a whole shitload of reasons, but what it comes down to is just take 64 bit you won't regret it.
I run Vista Ultimate x64 for quite some time now, and haven't had any troubles with it (except for the release of Vista, but that was a disaster for everyone, it's fine now). Have fun with it.

in my experience bf2 don't run on 64 bit, so if you plan on playing hte best game made to date, get 32

You do not need a 850W (now 750w) powersupply.  I have a 600W with 2 hdd's 1 dvd burner, 2 8800gt's, 4gb of ram. (processor below)
There are PSU calculators out there and they tell you how much you need exactly.  I bet you could go with an antec or thermaltake or corsair or something along those lines for way cheaper and less Wattage.

Do you plan on overclocking?

Vista 64 bit ultimate (ok premium but meh).  Not xp.  64bit has some minor problems but those are ironed out quickly.  Certain updates fix it. 

Get a custom fan for your processor.  I run mine processor @ 3.66 ghz from 2.66 ghz (e6750) with air cooling.

64bit............owns everythin ...theres only one game ....i know tht will not run on it .....and tht age of empires 3 .....otherwise it runs like a dream ur stupid not to get it ....why by an os tht will support only up to 3.5gb ram ...i mean ffs ...most games require at least 2 to play good anyways ....plus the ram for ur os ...

me and panzerfin seem to be the only ones on this forum that can vouch for vista 64bits greatness

e8400 are well know for their ability to be overclocked on air with stock fans ...so i wouldnt worry about it for now ....if u feel the need to further lower temps in future then yeah do it ...

Just remember which side to put the paste on

imo dont bother with a fan on cpu just yet... i would say get the rig monitor temps/ monitor temps when overclocking then u can make the decision whether u need it or not
