Why the fuck can't Metallica and RATM tour in the US moar?

I want to see Metallica and RATM live some day, and it annoys me that Metallica is constantly touring in Europe. At least Megadeth is coming to Baltimore on Gigantour... so is In Flames... don't really know or care about Children of Bodom, Job For a Cowboy, and High On Fire though.

edit: I've never been to a concert like Gigantour before. Would the "main attraction" be Megadeth, with the other bands doing a few songs? Or would it be evenly spaced? I really only care to see Megadeth and In Flames, mostly Megadeth.
