I say veteren ground defence is a hell of a lot harder to get than and of the expert badges.
actually its not that bad. if you play as commander, you can just sit on a gun.
There's a TOW spot on Dragon Valley where its dead easy to kill all the Cobras and Blackhawks that pass through, but you have to find out for yourself - heck I even got my vet ground defence that way :)
many commanders lack of sitting on a mounted gun or sit in a car. Cause many people do not use cars, esp. in karkand and sharky pen. So while commander just sit on something that you may not use that much.

Like other people have said, sit in a ground defense weapon and command. But not to get ground defense time, no, that would be stat padding. You're in the weapon for the sole purpose of defending your area from enemy incursion. Didnt you see that red dot on the scan? It was coming right for you...
