i think when they burn to death and it says that they were "Killed" by you as in: Player1[Killed]Player2 it counts it as a road kill.
I got my first one when someone drove into me with a FAV while I was sitting on the TOW. He exploded, one road kill with ground defence for me.
I believe the rest of mine have come from shooting a TOW emplacement with my ERYX while someone was standing next to it (but not actually in it).
