Did the penguin push him in, or was he falling anyways and it was just a coincedence??
I've stared at that picture for a long time, as im sure you will, and i just cant decide. The push looks fake, and IMO the ice looked like it was breaking before he was pushed anyways.

He pushed him, If it was the ice the other penguin would have gone down also.
