You could run it at 800x600 with most things on low or off and get an fps of about 30-60. Anything higher than that and it will run like an 80 year old prostitute whos just finished a days work.

AMD Sempron 3100+ 1.8ghz

Geforce 6200 256mb.
it runs well smooth. brilliant game, it looks good as well, even though its on low.

Got thesame card and i run it on medium, perfect.

The card might be the problem...but this also bring in the other problem who is...buying a better old card who would fit on my current mobo and would not require me to change mobo who would lead to change the processor etc etc...

No, an 8600gts is pci-e. but I think you might be able to run CoD 4 on your current comp. People have been running it succesfully on much worse.
