it tells you how horrible is your connection:
25 = really good
50 = good
100 = OK
150 = works fine
200 = problems start...
....
1000 = you got to be kidding me
2000 = LEAVE NOW !
3000 = Don't say I didn't warn you !
4000 = OMG ! you cannot play like this !
5000 = WAAAAAAAAAAA!!!!!!!!!!!!
25 = really good

Ping = The time in milli seconds it takes for the server to respond to your action (eg moving the mouse) eg 35 ping = .35seconds.
You will see everyones ping on the server if you press Tab while playing

in my understanding, 35 ping is .035 second lag.
