why would punkbuster search usersettings.con? Usersettings.con simply changes how often your computer gets updates from the server and latency compensation, generally allowing people to find a balance between Ping and your computer's abilities...

I'm at work ATM so I can't look for myself, but is there anything in that file that would let you turn off the "OMG! I'm about to explode" beeping alarm sound the APCs make? If so, my GF might let me start playing with speakers on again
EDIT: BTW I wouldn't consider that a cheat since it's a disadvantage more than an adrantage. It just means I wouldn't have to wear headphones all the time.

somewhere should be a file that designates the sound the APC makes when its about to die, so if you give it an empty sound file to play it will make no noise, but it will probably have to play something...

Program files>EA games>Battlefield 2> Mods> bf2
click objects_client.zip
from here, there is a list of stuff, click vehicles, LAV25, and then you will see a set of folders, one of which is labeled 'sound'
in here, there are three sound files, two for guns (i think one is the main cannon and the other is the missile) and a third one called cockpit. This one *probably* is the sound for when the APC is dieing, but its hard to tell. The folder, engine, controls the sounds the engine makes, including the humming and that clunking sound that the APC makes when shifting gears. If you change these (extract, change, then make into a new zip and replace the old one, preferably after backup), you should have sounds that have been changed.
But i cannot predict exactly what will happen, the game might detect changes, although if you don't change any names, it should work fine, i don't think PB scans for discrepancies in size between client and server files, only name and extra files. you can test it if you want, because i don't know if i'll feel like testing it anytime soon...

Yeah, just so everyone knows, there are also a lot of .con and .tweak files, and if you change these i can guarantee you that you will not be able to connect to any servers without crashing from inconsistancies, so stay away from these unless you are making a mod, in which case go ahead...
