What they can do is use the electron scanning microscope to view the surface of the HD. Then from that they can tell if you have a series of 1's and 0's. Then if they have enough 1's and 0's from the surface of the HD they can recover that file or at least a portion of the file. DOD standards is rewriting a section of HD 7 times (technically 21 times... (1a) Rewrite the section with 1's (1b) Rewrite the section with 0's (1c) Rewrite the section with random 1's and 0's).
