Photoshop it's not, but if you are looking for a free step up from paint, this looks pretty good.  It does have an ad during install, and a donation prompt, but other than that it looks pretty decent.

This is worth checking out ... not meant for a power photoshop shop, but far more capable than paint ... and free.

gimp is a pro tool, like photoshop .. paint.net is for people who want to simple tasks.

But, gimp is awesome, especially when you consider the price
