Something to do with the surface tension of water and it's resistance to be compacted. However if you go into it in a dive it'll hurt less than going into a dive into concrete.

I think a 20 metre drop onto water is menta be more damaging than a similar fall onto concrete, unless you go in the water perfectly straight. The higher the jump, the straighter you need to be. Learnt that when doing my lifeguard course.

Surface tension and hydrodynamic pressure is a bitch. Moreso with hydrodynamic pressure than surface tension actually. I think it also comes down to the fact that you just don't have enough mass to properly displace some of the water you're landing in, and as a result, your body absorbs more of the forces than the water does (and that your body wasn't design to deal with these forces). I really don't care to calculate it out, or further research it, but this should help you understand a bit.
