Ok. For me, I hit run > system32 > find PnkbstrA + PnkbstrB and delete. Reinstall.

Turn UAC off, first thing I did once I installed. Control Panel > User Accounts and Family Safety > User Accounts > Turn User Account Control On or Off.

Problem solved.
