OK. Scenario is this:
2 players. Similar hardware that runs 1280x1024 very smooth. Connections are 100/100Mbit and 100/10Mbit, different ISP. Join same server. Pings are 9-11 ingame for both. One player is extremely choppy (lagging). For the other player he looks like a moving slide show when moving across the map.
Since the other player can see the other being choppy I'm ruling out hardware insufficiency. I'm thinking firewall. Any other suggestions?

Always blame it on the ping

Is the 'choppy' player getting any ping spikes? Like sudden rises to 500 or more?

Because I get that alot and it's not because of my computer, or because of my poor internet. It's because my router is shite. So it would be good to know, is the choppy one using a router? Or any means of wireless internet really.

Also, is this for the entire game? It can be that just at the beggining of the game you lag (not internet, so your ping stays the same) because your hard drive is still loading map information. I get that, because my hard-drive is crap and full. Could do with a defrag I reckon, that could help.

So yeah,

Does he use wireless internet?
Is it for the entire game or just the start?
Does his ping 'spike'?

It sounds to me like your "poor internet" is actually someone leeching your wireless, I'd check there's nobody on your network and maybe re-assign a WEP code.

Haha, well I know one person that leeches it... but legally. You've probably seen the Channel 4 On Demand adverts. Well my sister likes downloading whole episodes while im playing.

Thing is, I get the problem even when she doesn't do that... just at random times. It's possible that someone could be leeching it, but I mean all my neighbours have their own networks and they are pretty honest people.. Either way, I will set a new WEP key and see if it helps. +1, cheers.

I've had a terrible ISP and a cheap crappy router, but the only thing that caused ping spiking like you described was when my neighbour broke her router and I let her leech my wireless for a few days and she left Ares on.
