Well first get a good program to make your graphics in like Photoshop. Then grab a program called Gif Movie Gear
Its a cool program that allows you to easily run pictures together at different speeds.
Sorta like a flip book.
Some people say Adobe Imageready is better but i have no clue how to use it and GMG is so much simpler.

yes, yes it is. i use photoshop and image ready. how? depends on what youre trying to do. easiest way to go about it is google for a tutorial that best suits what you want to do.
