You can blur (filter) is or when you resize it photo shop it use a filter by default to smooth it out (bicubic?) .. . although it will not be perfect.

by zoom do you actually mean zoom? or enlarge... if you are only zooming does it need to be clearer, as when you are done editing it wont be seen in the 'zoomed' state. if you are, in fact, enlarging, then photoshop has an automatic feature to help clear pixilation, but there isnt much you can do.

Thats all the crap you see in CSI, where they will zoom in on a camera and see that the murderer's pores are a tad blocked.

With a blur you'll make it look worse You can't enhance the quality of a picture that's already in a crap state or something what I sometimes do if the picture looks very ugly and big I resize it a bit and it'll look better.

raise the image size to 200% proportionately and double the dpi, then use blur effects

Don't magnify to make it bigger. Copy the smaller image onto a larger canvas, then ctrl+T to resize it. If you go too big, yeah, it pixelates, but you can enlarge quit a bit without any problems.
