OK, before you flame me i just want to let you know i tried to search but couldnt find anything so please direct me to the thread of where my information im searching for is held if there is one.<-----weird sentence

Anyway, I heard from someone that lower settings=better reg. Is this true, i have lighting on low because it helps with seeing enemies (I can turn all on high with about 50-60FPS) What i want to know is what is the best resolution for hitreg/seeing enemies and do the lower settings actually improve hitreg. Thanks

Oh and the res he recommended was 1 below 1280x1024, cant think of the name at the moment.

well, i used to play with infantry mode and with medium settings (it's true), with medium light, dynamic light and what so ever... with that setting, i can get minimum 75fps @1024x768...

don't let your computer bail you out, the only thing that really matters is view distance

IMO:

Resolution : Whatever your monitor is
Terrain : Low
Effects : Medium
Geometry : High
Lighting / Dynamic shadows / Dynamic lighting: Off for SURE
Anti Aliasing : As high as you can go without killing your FPS
Texture Filtering : Same as above
View distance : 100%, no exceptions. Ever.

That's my monitor's native resolution, so that part is up to you.

It basically turns lighting, shadows, and unecessary effects off/low.  I get the best gameplay feel/visual quality balance.

Best settings possible:
Terrain : Low
Effects: Low
Geometry: High
Texture: High
Lighting: Low
Dynamic Shadows: Off
Dynamic Light : Off
Anti-Aliasing: 4x
Texture Filtering: High
View Distance Scale : 100%

Optimal for competitive play.

It's only going to affect hitreg if your settings are bogging your system.  Whatever gets you constant framerates is optimal.

Bad hitregs aren't a problem with the game or your system, it's just inherent to online gaming (you're pinging above 0).  Lead more, lead less, etc.  Even a close knife kill has to be anticipated more than visualized.  You think more about where the object is/headed than what you actually see.
