I think we need to take into account where beer is actaully MADE rather than the country that is comes from. For example, all beers in the UK are brewed here whether it be Budweiser, Stella or Carlsberg. If you have a bud here and go to the US and have one there it is a different drink tastewise (thank god).
By the way, a food obsessive I know says the reasons that beer in the USA is rubbish compared to beer anywhere else is because the type of water there isn't the best for making beer.
I would probably say Germany based on the above factors.

Look, theres only one way do solve this. All of D&ST has to meet, and drink at least one of every beer in the world whilst sober, one with a meal, and one whilst drunk. Thats three of every beer in the world. Whose with me on this?
