19 was when I started getting fuzzy enough to actually bother with. Once every week, but now it's once every 2-4 days, depending on botheredness.
I don't shave my balls, though. Don't want razorburn down there, and there's a little too much blood supply down there for safety. Shave the hair off my stomach though, since that gets really itchy.
Anyway, the extra visual inch is only visual, not like enlargement pills or something. I'm not so small down there that I need it.
Tempted to shave my wrists, though. I keep catching the hair in my cycling gloves and wristbands, and figure a quick run with the razor every so often would solve it.

Had my first shave at 15, and hated it. Have been bearded ever since to varying degrees from beard dreadlocks to my current fairly standard beard look.

15, and still don't. I shave my face occasionally 'cause it justs a bit more hygienic. I've never shaved 'down there'.
