Perception is a fickle thing, because it is relative to each particular individual. My friends mother is a very artsy type (cough hippie cough) who grew up in the 60s, but she said she never could smoke weed with her friends growing up because it made her too paranoid to enjoy it. Others smoke weed and feel great, and can still function at perfectly normal mental capacity. (Carl Sagan, anyone?) Some people can, even before they are "experienced" with alcohol or drugs, naturally handle themselves better after several drinks/hits than others. Some people can take hallucinagens and enjoy it, while someone else taking the same amount, from the same batch, has an amazingly terrifying and horrible experience. In short, everyone is different.
There are also plenty of people who have warped perception without being on drugs. And many PRESCRIBED drugs, and even over-the-counter medications, technically warp your perception...how many times have you seen old people driving around looking so clueless you have to wonder what is even going on in their heads? For all I know, grandma's doctor has her on a cereal bowl full of meds each day, and she's (legally) higher than a kite...
I've NEVER smoked so much weed that I couldn't drive somewhere while being aware and following all laws...but I have certainly lacked the motivation to actually go. BUT, if getting high DOES affect your driving, then you will be aware of it and should obviously not drive anywhere. If a cop finds you drifting out of your lane and busts you with some pot, then you deserve a fine and a kick in the ass for being so reckless.
The only speeding ticket I've ever received was completely sober, listening to Danzig's "Mother", accidently going 80 in a 60, like a dumbass. I deserved my ticket.
So maybe Danzig should be illegal.
