I live in the UK and I've had a water meter since I moved to my current flat, so I've always just paid for what I use (plus standing charges to contribute towards the draining of surface water and highways).  FYI it's about £320 per year for 2 people.

I think everyone should pay for what they use.  Probably mainly because I have to.

Well yeah...  Most Americans pay for water in some way or another.  The most common ways are paying the city for water (if you live in a house or run a business), or your landlord pays for it (if you rent an apartment).  In the latter case, the water cost is effectively part of your rent, although it's usually a fixed cost (not based on usage).

We kinda don't have to pay as the council takes care of it, although their income comes partly from rates so I guess we do in a way, its just not as "in your face" as a bill saying how much we've used in the last month.  Some cities have water meters, but I've never heard of anyone getting a water bill.

I hope the UK/NI don't, as it'll lend more of a case for the government here to do something similar.

Someone has to pay for the purifying process.  Even if the government does it, they have to charge people through taxation.

Actually, that thing about paying for water as part of your rent is different from state to state.  Some states require that the landlord pays all water fees, while other states will do metering of each individual apartment.  And some don't regulate one way or the other, it's up to the landlord to decide.

Now that...  I didn't know.  I should ask my landlord exactly how they do it....
