The only way of dealing with terrorism in the big scheme of things is winning the hearts and minds of the population. Anything else is just holding off the problem.
Example : Insurgents use a families house as a base. Family can't do a thing. Next day, insurgents move out to another place. Day after that, Americans bust through the door, guns blazing, killing every family member except a 15 year old boy. Now, from his perspective, is he going to say "It's okay Americans, I know you meant well.." or is he going to go run off and join the insurgency for vengeance?
This is the very root of all guerilla warfare, and why it is such a pain in the ass to neutralize.
