how do i upload a php layout on my ftp folder
are you talking about actually uploading a theme or getting one to work
if its uploading you need a program like smartFTP or FlashFXP
for the theme just put it in your themes folder

I think he's talking PHPNuke, in which case, theme.php goes along with all the other files into its own folder under Themes.
'All white' leads me to believe they haven't uploaded everything. Like you know, images and stylesheets. Kinda need them too.

Not 100% though, all I've gathered so far is
1. theme.php (theme template?)
