I think he's referring to Britain's occupation of Palestine and the subsequent process of settling Jews there. That really is the beginning of the problem. Granted, what you mentioned is the more relevant case of today's politics.
What do the 1800s have to do with this? The 1920s, '30s and '40s are the crucial periods.
The first Aliyah began in 1881, but that was on a relatively small scale.
