Because if a nation that has nuclear weapons is getting beat too badly, and they think that their only chance for survival is through the use of nuclear weapons, then they're gonna use them. You have access to the Persian gulf, which would give you an inexhaustible supply of Deuterium and Tritium with which you could sustain your people's energy needs indefinitely. Oh, but you can't make a bomb with only fusion, right? Even the most sophisticated fusion bombs have fissile cores. Same thing happened in the 80's. Iraq had a nuke planet, threatened Israel, Israel bombed it, the us said to the press "Shame on them" then called there PM an said "Good job".
