I think that both of you are right because these symbols do have more than one name depending on where they are used, hence >  = greater than in math, but Close angle bracket in programming.

^ is both Accent and Carat

edit: If anyone is wondering, and also to add some value of existence to this post, '^' is a stand-alone character, and accents are not. It's awfully hard to place a '^' over a letter.
