That's the most natural thing to happen to it.
Lets take your example of Wake Island.
Here's the scenario that will be played out in this wargame:
China have invaded Wake Island and captured it from the Americans. The Yanks get a touch narky about this and send and aircraft carrier (the USS Essex) with several hundred combat troops and pilots to take it back. China have control of the whole main island but the sneaky Septics have formed a forward position on a tiny spit of land on which they have some small air defense and some remote artillery.
Naturally as the battle commences both sides start shelling the bejesus out of the key military targets (China wanna wreck that big old boat parked out back and the gritty GIs just wanna blow stuff up).
The aim of the American forces is to recapture their island, pushing the slopes into the sea.
The objective of the Chinese forces is to repell the invasion by the capitalist scum, killing them all or at least getting them to naff off.
The thought of the Chinese capturing the Essex is a bit daft, I think Iron Gator shows this would be a bit tricky.
The thought of the Chinese having an uncapable base kinda breaks with the spirit of this historic map.
Does one side win more than the other?
Not in my experience.
Some maps seem more geared towards one side until you start looking closely, then you see that you just need to exploit your enemys weaknesses or take full advantage of the strengths you have.
